BACKGROUND AND PURPOSE
It is important to bring more international events and athletic competitions to the State of Texas.
S.B. 1038 lends assistance to smaller counties for athletic training and competition, including the Olympic events. Current law limits eligibility to counties with a population of one million or more. The bill enables Olympic events sanctioned by the United States Olympic Committee to become eligible for the special events trust fund. The events that qualify for the fund will be expanded to include sports in the Olympic Committee's Community Olympic Development Program.
S.B. 1038 enables any county to serve as the hosting site for these athletic competitions. The bill also allows smaller counties to become eligible for state assistance in the economic development efforts related to these sporting events.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
Amends Sections 5A(a)(1), (4), and (5), Chapter 1507, Acts of the 76th Legislature, Regular Session, 1999 (Article 5190.14, V.T.C.S.), to redefine "endorsing county," "game," and "site selection organization."
Repeals Section 5A(q), Chapter 1507, Acts of the 76th Legislature, Regular Session, 1999 (Article 5190.14, V.T.C.S.).
EFFECTIVE DATE
Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2005.
Amends the definition of an "endorsing county" to remove the minimum population requirement.
