AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
It is important to bring more international events and athletic competitions to the State of Texas.
As proposed, S.B. 1038 lends assistance to smaller counties for athletic training and competition, including the Olympic events. Current law limits eligibility to counties with a population of one million or more. The bill enables Olympic events sanctioned by the United States Olympic Committee to become eligible for the special events trust fund. The events that qualify for the fund will be expanded to include sports in the Olympic Committee's Community Olympic Development Program.
S.B. 1038 enables counties with a population of 250,00 or more to become eligible to serve as the hosting site for these athletic competitions. The bill also allows smaller counties to become eligible for state assistance in the economic development efforts related to these sporting events. The bill adds 11 counties to the four counties that currently have authorization to receive state assistance and serve as hosting sites.

SECTION 1. Amends Sections 5A(a)(1), (4), and (5), Chapter 1507, Acts of the 76th Legislature, Regular Session, 1999 (Article 5190.14, V.T.C.S.), to redefine "endorsing county," "game," and "site selection organization."
SECTION 2. Effective date: upon passage or September 1, 2005.
