AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, courses for which students are concurrently enrolled in both a secondary and tertiary teaching institution are offered on an institution by institution basis.  As a result, resources are duplicated because each high school is required to individually assess whether each college course aligns with the Texas Essential Knowledge and Skills.

 

As proposed, S.B. 1043 authorizes a high school to grant a student credit toward the student's  course requirements for graduation for courses offered by an institution of higher education that count toward a degree at that institution.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter B, Chapter 28, Education Code, by adding Section 28.0241, as follows:

 

Sec. 28.0241.  CREDIT FOR ENROLLMENT IN CERTAIN COURSES.  (a)  Authorizes a school district to grant a student credit toward the academic course requirements for high school graduation for courses the student successfully completes that are offered by an institution of higher learning for course credit toward a degree offered by the institution.

 

(b)  Provides that this section applies regardless of whether the course offered by the institution of higher education conforms to the essential knowledge and skills identified under Section 28.002 (Required Curriculum) for a substantially similar course.

 

SECTION 2.  Makes application of Section 28.0241, Education Code, as added by this Act, prospective to the 2005-2006 school year.

 

SECTION 3.  Effective date: upon passage or September 1, 2005.
