AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, courses for which students are concurrently enrolled in both a secondary and tertiary teaching institution are offered on an institution by institution basis.  As a result, resources are duplicated because each high school is required to individually assess whether each college course aligns with the Texas Essential Knowledge and Skills Standards.

 

C.S.S.B. 1043 requires the State Board of Education, in consultation with the Texas Higher Education Coordinating Board, to adopt a list of concurrent enrollment courses that will satisfy both the curriculum requirements for the recommended or advanced high school program and the degree offered by an institution of higher education.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 61.076, Education Code, by adding Subsection (c), as follows:

 

(c)  Requires the P-16 Council (council), to recommend each year, to the Texas Higher Education Coordinating Board (THECB) and the State Board of Education (SBOE), specific courses to consider for the purposes of this subsection from among courses on the lists submitted to THECB as required by Section 61.052 (List of Courses; Annual Submission to Board) and from among any distance learning courses approved by THECB and offered in accordance with Section 61.051(j).  Requires SBOE, in consultation with THECB, to adopt a list of concurrent enrollment courses that will satisfy both the curriculum requirements for the recommended or advanced high school program identified under Section 28.025 (High School Diploma and Certificate; Academic Achievement Record) and the degree offered by an institution of higher education, from among the courses recommended under this subsection by the council.  Requires SBOE to distribute the list adopted under this subsection to the counselors at each middle school, junior high school, and high school in this state.  Defines "concurrent enrollment course."

 

SECTION 2.  Makes application of Section 61.076(c), Education Code, as added by this Act, prospective to the 2006-2007 academic year and school year.

 

SECTION 3.  Effective date: upon passage or September 1, 2005.
