BACKGROUND AND PURPOSE

 

Current law allows the board of regents of the Texas A&M University System to change the name of the system or of any component institution, agency, or service under its control.  In order to prevent Prairie View A&M's name from being changed, S.B. 1118 provides Prairie View A&M University the same exemption that applies to Tarleton State Unversity under the Education Code.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Amends Section 86.23(b), Education Code, to provide that this section does not apply to Prairie View A&M University.

 

SECTION 2.  Effective date.

 

EFFECTIVE DATE

 

This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.
