BACKGROUND AND PURPOSE
Currently, several counties are experiencing backlogs in the courts within their counties. The establishment of new judicial districts may help alleviate the backlog of cases.
C.S.S.B. 1189 creates new judicial districts in certain counties and modifies the composition of other judicial districts.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
The bill contains provisions relating to the administration and composition of certain courts. The bill also creates new district courts. The bill also contains provisions relating to juvenile boards in Comal and Webb counties.
EFFECTIVE DATE
September 1, 2005, except that Section 3, Section 6, Section 7(a), Section 7(c) , Section 7(d), Section 8, Section 10 and Section 11 of the bill take effect September 1, 2007.
COMPARISON OF ORIGINAL TO SUBSTITUTE
The substitute adds two new criminal district courts in Dallas County not contained in the original bill.
