AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Current law allows a parent to designate a child-care facility, as defined by Section 42.002, Human Resources Code, or a grandparent's residence, instead of the child's residence, as the regular location for purposes of obtaining transportation to and from the child's school.  As proposed, S.B. 1376 requires school districts to allow parents to make those designations along approved routes. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 34.007(b), Transportation Code, to require in establishing and operating a public school transportation system, the county or school board to employ school bus drivers certified in accordance with standards and qualifications adopted by the Department of Public Safety; and allow a parent to designate one of two certain locations instead of the child's residence as the regular location for purposes of obtaining transportation under the system to and from the child's school, if the location is on an approved route. 

 

SECTION 2.  Makes application of this Act prospective to the 2005-2006 school year.  

 

SECTION 3.  Effective date: upon passage or September 1, 2005.

 

AMENDMENTS

 

Committee Amendment No. 1

 

Amends SECTION 1 of the bill, in the introductory language (page 1, line 6), by striking "Transportation Code" and substituting "Education Code."
