AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

S.B. 1652, passed by the 78th Legislature, Regular Session, 2003, added Section 51.006, Education Code, which allows institutions of higher education to take funds which may be appropriated for across-the-board salary increases and use them instead for merit raises. 

 

As proposed, S.B. 1543 repeals that section to ensure that if the legislature appropriates funds for an across-the-board salary increase for university personnel, it is used for that purpose and not for merit raises for selected employees.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Repealer:  Section 51.0065 (Applicability of Across-the-Board Salary Increases), Education Code.

 

SECTION 2.  Effective date:  September 1, 2005.
