AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

C.S.S.B. 1553 requires the Texas Higher Education Coordinating Board to study alternative sources of revenue for the TEXAS Grant program.  

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 56.310, Education Code, by amending Subsection (a) and adding Subsection (c), as follows:

 

(a)  Requires, rather than authorizes, the Texas Higher Education Coordinating Board (board), to solicit and accept gifts, grants, and donations from any public or private source for the purposes of this subchapter.  Makes a nonsubstantive change.

 

(c) Requires the board, in performing its duties under Subsection (a), to develop and implement an appropriate process for the naming and sponsoring of state assets, for the purposes of this subchapter (Texas Grant Program).  

 

SECTION 2.  Requires the board to study alternative methods of funding the TEXAS grant program created under Subchapter M, Chapter 56, Education Code, and to report the results to the Legislative Oversight Committee, not later than September 1, 2006. 

 

SECTION 3.  Effective date: upon passage or September 1, 2005.
