BACKGROUND AND PURPOSE
The Agricultural Resources Protection Authority (ARPA) has required annual meetings and has well-defined responsibilities and established communication avenues with regard to pesticide regulations between all state agencies involved in pesticide regulation. Over the past several years, the usefulness and necessity of ARPA has declined to the point where it is no longer economically feasible to continue ARPA.
As proposed, S.B. 1680 repeals Section 76.009, Agriculture Code, thereby terminating ARPA.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
This bill repeals Section 76.009 (Agricultural Resources Protection Authority), of the Agriculture Code.
EFFECTIVE DATE
This Act takes effect September 1, 2005.
