AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
S.B. 1884 creates a municipal utility district (MUD) in the Minitex area of the City of Houston. S.B. 1884 allows the district to impose taxes, establish the validity of the district's bonds, notes, or indebtness, and recognize the legality of the MUD's operation. The district may construct, acquire, improve, maintain, or operate macadamized, gaveled, or paved roads. S.B. 1884 provides for five members to be elected to the board of directors.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subtitle F, Title 6, Special District Local Laws, by adding Chapter 8124, as follows:
CHAPTER 8124. HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 460
Sets forth standard language for the creation of the Harris County Municipal Utility District No. 460 (district) in Harris County. Sets forth standards, procedures, requirements, and criteria for:
Creation and approval of the district (Sections 8124.001-8124.004);
Size, composition, election, and terms of the board of directors of the district (Section 8124.021-8124.025)
Powers and duties of the district (Sections 8124.101-8124.104); and
General finance provisions and authority to issue bonds and obligations for the district (Sections 8124.151-8124.201).
Limits the exercise of eminent domain of the district to only the acquisition of an easement to provide services to the district (Section 8124.151).
SECTION 2. Sets forth the initial boundaries of the district.
SECTION 3. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 4. Effective date: September 1, 2005.
