AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, revenue from tolled transportation projects may be redirected to a region of the state other than the region which is producing the tolls.

 

S.J.R. 24 proposes a constitutional amendment to limit the use of revenue from tolled transportation projects to the region producing the tolls.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Article VIII, Texas Constitution, by adding Section 7-c, to authorize revenue collected from the use of a tolled transportation project in this state to be used only for the acquisition, construction, operation, maintenance, or improvement of a transportation project that is located or proposed to be located entirely in the Texas Department of Transportation district in which the revenue is collected.

 

SECTION 2.  Requires the proposed constitutional amendment to be submitted to the voters at an election to be held on November 8, 2005.  Requires the ballot to be printed to permit voting for or against the specific proposition.
