A BILL TO BE ENTITLED
AN ACT
relating to a feasibility study regarding required forensic medical
examination instruction for students enrolled in certain medical or
nursing degree programs.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter C, Chapter 61, Education Code, is
amended by adding Section 61.0814 to read as follows:
Sec. 61.0814. FEASIBILITY STUDY REGARDING FORENSIC MEDICAL
EXAMINATION INSTRUCTION REQUIREMENT. (a) The board shall conduct
a study to evaluate the feasibility of requiring an institution of
higher education that offers a program leading to a doctor of
medicine or doctor of osteopathy degree or to a degree that
satisfies the educational requirement for licensure as a registered
nurse to require a student enrolled in the degree program to
complete basic instruction regarding medical examination practices
and issues regarding sexual assault, including the dynamics and
effects of being a victim of sexual assault as a prerequisite to
receiving the degree.
(b) The board shall complete the study and report the
results of the study to the legislature on or before December 31,
2006.
(c) This section expires September 1, 2007.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2005.
