A BILL TO BE ENTITLED

AN ACT

relating to authorizing The University of Texas at Tyler to offer 
doctoral degree programs in nursing and human resource development.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 76.02, Education Code, is amended by 
adding Subsections (d), (e), and (f) to read as follows:
	(d)  The institution may offer doctoral degree programs in 
nursing and may prescribe the courses and other training required 
for those degrees.
	(e)  The institution may offer doctoral degree programs in 
human resource development and may prescribe the courses and other 
training necessary for those degrees.
	(f)  The institution may conduct a doctoral degree program 
under this section jointly or in collaboration with any other 
appropriate educational entity or institution.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2005.
