A BILL TO BE ENTITLED
AN ACT
relating to service of certain public school administrators as teachers in the classroom. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter E, Chapter 11, Education Code, is amended by adding Section 11.203 to read as follows: Sec. 11.203. ADMINISTRATOR SERVICE AS TEACHER. (a) In this section, "administrator" means a superintendent, assistant superintendent, principal, assistant principal, or other person serving in a supervisory capacity over a classroom teacher. (b) Once every five years, each administrator shall serve as a teacher in the classroom by teaching a course to one class for a full semester. The administrator shall perform all duties associated with teaching the course, including planning, grading, and completing written reports. (c) The teaching assignment for an administrator under this section must be in an academic subject related to the administrator's area of certification to the greatest extent practicable. SECTION 2. The heading to Subchapter E, Chapter 11, Education Code, is amended to read as follows:
SUBCHAPTER E. ADMINISTRATORS [SUPERINTENDENTS AND PRINCIPALS]
SECTION 3. This Act applies beginning with the 2005–2006 school year. SECTION 4. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.
