A BILL TO BE ENTITLED

AN ACT

relating to certain standards applicable to the temporary 
confinement of certain inmates in holding areas located in county 
facilities.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 511.009, Government Code, is amended by 
adding Subsection (d) to read as follows:
	(d)  Notwithstanding Subsection (a), the commission may not 
adopt or enforce a rule that establishes minimum standards for the 
confinement of an inmate for a period not longer than four hours, 
pending the inmate's appearance in court, in a holding area located 
in a courthouse or any county facility other than a county jail or 
correctional facility.
	SECTION 2.  This Act takes effect September 1, 2005.
