A BILL TO BE ENTITLED
AN ACT
relating to the licensing of certain electricians. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. (a) In this section: (1) "Master electrician" means an individual who, while under the supervision required by this section: (A) held a municipal or regional license as a master electrician; or (B) was employed in a position with overall responsibility for electrical work that met industry standards. (2) "Master sign electrician" means an individual who, while under the supervision required by this section: (A) held a municipal or regional license as a master sign electrician; or (B) was employed in a position with overall responsibility for electrical work that met industry standards. (b) Notwithstanding Section 3, Article 1062, Acts of the 78th Legislature, Regular Session, 2003, the Texas Department of Licensing and Regulation shall issue a license to a qualified applicant under this section who: (1) applies for a license under this section not later than December 31, 2005; (2) submits to the department the information required by rule; (3) held a municipal or regional license for at least one year before June 1, 2004; (4) completed the experience required by this section before June 1, 2004; and (5) pays the application fee. (c) An applicant for a license under this section as a master electrician is required to have: (1) completed at least 12,000 hours of on-the-job training under the supervision of a master electrician; and (2) held a municipal or regional master electrician license. (d) An applicant for a license under this section as a master sign electrician is required to have: (1) completed at least 12,000 hours of on-the-job training under the supervision of a master sign electrician; and (2) held a municipal or regional master sign electrician license. (e) An applicant for a license under this section as a journeyman electrician is required to have: (1) completed at least 12,000 hours of on-the-job training under the supervision of a master electrician; and (2) held a municipal or regional journeyman electrician license. (f) An applicant for a license under this section as a journeyman sign electrician is required to have: (1) completed at least 12,000 hours of on-the-job training under the supervision of a licensed master sign electrician; and (2) held a municipal or regional journeyman sign electrician license. (g) An applicant for a license under this section as a residential wireman is required to have: (1) completed at least 8,000 hours of on-the-job training under the supervision of a licensed master electrician; and (2) held a municipal or regional residential wireman license for at least one year. (h) An applicant for a license under this section as a maintenance electrician is required to have: (1) completed at least 12,000 hours of on-the-job training under the supervision of a master electrician; and (2) held a municipal or regional maintenance electrician license. (i) This section expires September 1, 2006. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.
