A BILL TO BE ENTITLED
AN ACT
relating to the establishment of an interagency task force to
address the impact of globalization on this state.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. DEFINITION. In this Act, "globalization" means
the tendency toward increased interdependence of countries and the
integration of their economies and national capital markets.
SECTION 2. TASK FORCE. A task force on globalization is
established and shall be composed of one representative of each of
the following state agencies, appointed by the single statewide
elected or appointed governing officer or administrative head of
the entity:
(1) the Department of Agriculture;
(2) the Texas Department of Banking;
(3) the career development resources unit of the Texas
Workforce Commission;
(4) the Texas Department of Criminal Justice;
(5) the Texas Commission on Environmental Quality;
(6) the General Land Office;
(7) the Department of State Health Services;
(8) the Texas Department of Housing and Community
Affairs;
(9) the civil rights division of the Texas Workforce
Commission;
(10) the Department of Aging and Disability Services;
(11) the Health and Human Services Commission;
(12) the Parks and Wildlife Department;
(13) the Department of Public Safety of the State of
Texas;
(14) the State Soil and Water Conservation Board;
(15) the Texas Education Agency;
(16) the Texas Water Development Board;
(17) the Texas Workforce Commission;
(18) the Railroad Commission of Texas; and
(19) any other state agency that is interested in
contributing to the study required by this Act.
SECTION 3. PRESIDING OFFICER. The task force shall select a
presiding officer from among its members.
SECTION 4. STUDY; RECOMMENDATIONS. The task force shall:
(1) conduct a study of the positive and negative
effects of globalization on the society, economy, and government of
this state, including any impact on state agencies; and
(2) develop recommendations to:
(A) address any concerns or issues that arise
from the study; and
(B) suggest ways in which this state may prepare
for the short-term and long-term changes that are anticipated by
the task force as a result of globalization.
SECTION 5. REPORT. Not later than November 1, 2006, the
task force shall produce a report on the results of the study,
including recommendations, and shall submit the report to the
legislature.
SECTION 6. APPOINTMENT. The head of each entity
specifically listed in Section 2 of this Act shall appoint a
representative to the task force, as required by that section, not
later than December 1, 2005.
SECTION 7. EXPIRATION. This Act expires and the task force
is abolished on November 30, 2006.
SECTION 8. EFFECTIVE DATE. This Act takes effect
immediately if it receives a vote of two-thirds of all the members
elected to each house, as provided by Section 39, Article III, Texas
Constitution. If this Act does not receive the vote necessary for
immediate effect, this Act takes effect September 1, 2005.
