A BILL TO BE ENTITLED
AN ACT
relating to the requirements for obtaining a veterinarian's
license.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 801.252, Occupations Code, is amended to
read as follows:
Sec. 801.252. ELIGIBILITY REQUIREMENTS. The board shall
issue a license to a person who is qualified to be licensed under
this chapter. A person is qualified to be licensed if:
(1) the person has attained the age of majority;
(2) the person:
(A) is a graduate of a board-approved school or
college of veterinary medicine located in the United States or
Canada; or
(B) has obtained a certificate from the
Educational Commission for Foreign Veterinary Graduates of the
American Veterinary Medical Association;
(3) the person successfully completes the licensing
examination conducted by the board; and
(4) the board does not refuse to issue a license to the
person under Section 801.401.
SECTION 2. Section 801.256(b), Occupations Code, is amended
to read as follows:
(b) An applicant is eligible for a special license if:
(1) the applicant:
(A) is at least 21 years of age and a graduate of
a board-approved veterinary medicine program at an institution of
higher education located in the United States or Canada; or
(B) provides to the board a written affirmation
by a person described under Subsection (f) that the applicant meets
a critical need for staffing at the person's institution and is
certified by a nationally recognized veterinary speciality board or
is eligible for that certification; and
(2) the applicant passes the jurisprudence section of
the licensing examination.
SECTION 3. The change in law made by this Act applies only
to an application for a license under Section 801.252 or 801.256,
Occupations Code, as amended by this Act, that is filed on or after
the effective date of this Act. An application under those sections
filed before the effective date of this Act is governed by the law
in effect on the date the application was filed, and the former law
is continued in effect for that purpose.
SECTION 4. This Act takes effect September 1, 2005.
