COMMITTEE AMENDMENT NO. 1                                                By:  Madla

	Amend H.B. No. 2199 by adding the following appropriately 
numbered SECTIONS to the bill and renumbering subsequent SECTIONS 
of the bill accordingly:
	SECTION ___.  Subtitle J, Title 6, Special District Local 
Laws Code, is amended by adding Chapter 9303 to read as follows:
CHAPTER 9303. EL PASO COUNTY WATER
IMPROVEMENT DISTRICT NO. 1
SUBCHAPTER A. GENERAL PROVISIONS
Sec. 9303.001. DEFINITION. In this chapter, "district" means the El Paso County Water Improvement District No. 1.

SUBCHAPTER B. ADMINISTRATIVE PROVISIONS
Sec. 9303.051. VOTER ELIGIBILITY. (a) An individual is eligible to vote in a district election only if the individual: (1) is 18 years of age or older; (2) is a United States citizen; (3) holds title to or an interest in title to irrigable farmland or ranchland within the boundaries of the district; and (4) receives and uses irrigation water delivered by the district through the district's canal system. (b) The district shall file with the county clerk of El Paso County a certified copy of the list of the district's eligible voters not later than the 25th day before the date on which a district election is held. (c) A person who is not on the district's eligible voters list may vote a provisional ballot, and such provisional ballot shall be counted if the person meets the requirements of Subsection (a) above.
A BILL TO BE ENTITLED
AN ACT
relating to the salaries of a county elections administrator and the administrator's employees. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 31.039(b), Election Code, is repealed. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.
