A BILL TO BE ENTITLED
AN ACT
relating to an interim study regarding the statutory duties imposed
on victim assistance coordinators and crime victim liaisons and the
existence of, need for, and cost of training for those individuals.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. (a) The committees on law enforcement and
criminal jurisprudence of the house of representatives shall
jointly conduct an interim study as provided by this section.
(b) The committees shall investigate in the interim study:
(1) the current implementation of and the most
effective way to increase compliance with Section 56.04, Code of
Criminal Procedure; and
(2) the existence of training for victim assistance
coordinators and crime victim liaisons, the need for that training,
and the cost of any training requirement to local authorities and to
the state.
(c) The committees shall submit the results of the study and
a proposal for legislation to address issues identified by the
study to the lieutenant governor, the speaker of the house of
representatives, and the members of the 80th Legislature on or
before September 1, 2006.
(d) This section expires October 1, 2006.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2005.
