A BILL TO BE ENTITLED

AN ACT

relating to increases in the student center complex fee at 
component institutions of The Texas A&M University System.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 54.521(e), Education Code, is amended to 
read as follows:
	(e)  The fee authorized by this section may not be increased 
by more than 10 percent from one academic year to the next unless 
the increase has been approved by a majority vote of the students at 
the affected institution participating in a general election called 
for that purpose.  The fee may not exceed the maximum amounts 
provided by Subsection (a).
	SECTION 2.  The change in law made by this Act applies only 
to a fee imposed for a semester or term that begins on or after the 
effective date of this Act.
	SECTION 3.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2005.
