A BILL TO BE ENTITLED

AN ACT

relating to the filing of personal financial statements by officers 
and employees of certain municipalities.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 145.001, Local Government Code, is 
amended to read as follows:
	Sec. 145.001.  APPLICABILITY OF CHAPTER.  This chapter 
applies only to a municipality with a population of 350,000
[100,000] or more.
	SECTION 2.  Section 145.001, Local Government Code, as 
amended by this Act, applies only to the filing by a municipal 
officer or employee of a financial statement that covers the 2005 or 
a later calendar year.  The filing by a municipal officer or 
employee of a financial statement that covers the 2004 calendar 
year is governed by the law in effect on January 1, 2005, and the 
former law is continued in effect for that purpose.
	SECTION 3.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2005.
