A BILL TO BE ENTITLED

AN ACT

relating to water conservation specialty license plates.                      
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter G, Chapter 504, Transportation Code, 
is amended by adding Section 504.657 to read as follows:
	Sec. 504.657.  WATER CONSERVATION LICENSE PLATES.  (a)  The 
department shall issue specialty license plates that bear the words 
"Water Conservation," "Conserve Water," or other words that clearly 
promote water conservation.  The department shall design the 
license plates in consultation with the Texas Section American 
Water Works Association and the Texas Water Development Board.
	(b)  After deduction of the department's administrative 
costs, the remainder of the fee for issuance of the license plates 
shall be deposited to the credit of an account in the general 
revenue fund.  Money in the account may be used only by the Texas 
Water Development Board as follows:
		(1)  one-third of the money in the account shall be used 
to support statewide water education programs, including the "Water 
I.Q., Know Your Water" program, in amounts determined by the Texas 
Water Development Board; and
		(2)  two-thirds of the money in the account may be used 
only to support the Texas Section American Water Works 
Association's scholarship program for students in this state.
	SECTION 2.  This Act takes effect September 1, 2005.
