A BILL TO BE ENTITLED

AN ACT

relating to restricting certain political activities by certain 
road districts, regional tollway authorities, regional mobility 
authorities, and their officers and employees.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 556.002, Government Code, is amended by 
adding Subsection (c) to read as follows:
	(c)  If a road district operating under Chapter 365, 
Transportation Code, a regional tollway authority operating under 
Chapter 366, Transportation Code, or a regional mobility authority 
operating under Chapter 370, Transportation Code, acquires, 
builds, maintains, or operates a roadway, or a facility associated 
with a roadway, that at any time has been acquired, built, 
maintained, or operated in whole or part with appropriated money, 
then this chapter applies to the use of any funds by the road 
district, regional tollway authority, regional mobility authority, 
or an officer or employee of the district or authority as if:
		(1)  the district or authority were a state agency;                    
		(2)  the officer or employee were a state officer or 
employee; and   
		(3)  the funds were appropriated money.                                
	SECTION 2.  This Act takes effect September 1, 2005.
