A BILL TO BE ENTITLED

AN ACT

relating to multidistrict litigation.                                         
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter H, Chapter 74, Government Code, is 
amended by adding Section 74.165 to read as follows:
	Sec. 74.165.  APPLICABILITY.  Notwithstanding any other law, 
this subchapter applies to all actions:
		(1)  commenced on or after September 1, 2003; or                       
		(2)  pending on September 1, 2003, and in which the 
trial, or any new trial or retrial following motion, appeal, or 
otherwise, begins on or after that date.
	SECTION 2.  This Act takes effect September 1, 2005.
