A BILL TO BE ENTITLED

AN ACT

relating to certain money owed by an insurance company to a vehicle 
storage facility.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter B, Chapter 541, Insurance Code, as 
effective April 1, 2005, is amended by adding Section 541.063 to 
read as follows:
	Sec. 541.063.  FAILURE TO PAY MONEY OWED TO VEHICLE STORAGE 
FACILITY.  It is an unfair method of competition or an unfair or 
deceptive act or practice in the business of insurance to fail to 
pay money that is owed to the operator of a vehicle storage facility 
under Section 2303.156(b), Occupations Code.
	SECTION 2.  The change in law made by this Act applies only 
to conduct occurring on or after the effective date of this Act.  
Conduct occurring before that date is governed by the law in effect 
immediately before that date, and that law is continued in effect 
for that purpose.
	SECTION 3.  This Act takes effect September 1, 2005.
