A BILL TO BE ENTITLED

AN ACT

relating to the regulation of certain dry cleaning facilities.                
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Chapter 374, Health and Safety Code, and Section 
7.0525, Water Code, are repealed.
	SECTION 2.  (a)  The change in law made by the repeal of 
Chapter 374, Health and Safety Code, and Section 7.0525, Water 
Code, by this Act does not apply to a cause of action that accrued 
before September 1, 2005.  A cause of action that accrued before 
September 1, 2005, is subject to the law governing the action that 
was in effect when the action accrued, and that law is continued in 
effect for that purpose.
	(b)  Notwithstanding the repeal of Chapter 374, Health and 
Safety Code, by this Act, the Texas Commission on Environmental 
Quality may complete an emergency or corrective action initiated 
under that chapter before the effective date of this Act.  The 
commission may finance the completion of the emergency or 
corrective action with money remaining in the dry cleaning facility 
release fund after the effective date of this Act.
	SECTION 3.  This Act takes effect September 1, 2005.
