A BILL TO BE ENTITLED

AN ACT

relating to a study of duties, compensation and benefits of 
paraprofessional personnel in Texas public school districts.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  (a)  The comptroller of public accounts shall 
conduct a study of duties, compensation and benefits related to 
paraprofessional personnel in Texas public school districts.
	(b)  The study shall include an examination of the duties 
performed by paraprofessional personnel and recommendations for 
appropriate levels and structure of compensation and benefits.
	(c)  Not later than December 1, 2006, the comptroller shall 
file a report containing the results of the study with the governor, 
lieutenant governor, speaker of the house of representatives, and 
the chairs of the standing committees of the senate and the house of 
representatives with jurisdiction over the public school system.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2005.
