A BILL TO BE ENTITLED

AN ACT

relating to civil liability for violations of law involving the 
making, acceptance, or reporting of political contributions and 
expenditures.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Sections 253.131, 253.132, and 253.133, Election 
Code, and Subchapter I, Chapter 254, Election Code, are repealed.
	SECTION 2.  The repeal by this Act of Sections 253.131, 
253.132, and 253.133, Election Code, and Subchapter I, Chapter 254, 
Election Code, applies only to an action filed on or after September 
1, 2005.  An action filed under Section 253.131, 253.132, or 
253.133, Election Code, or Subchapter I, Chapter 254, Election 
Code, before September 1, 2005, is governed by the law in effect on 
the date the action was filed, and the former law is continued in 
effect for that purpose.
	SECTION 3.  This Act takes effect September 1, 2005.
