A BILL TO BE ENTITLED

AN ACT

relating to the establishment of border alcohol abuse task force.             
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Sec. 12.071, Health and Safety Code, is amending 
by adding Sec. 12.0712 to read as follows:
	Sec. 12.0712.  ESTABLISHMENT OF A BORDER ALCOHOL ABUSE TASK 
FORCE.  (a)  The department shall establish a task force to study 
alcohol abuse along the Texas-Mexico border.  The study must:
		(1)  how alcohol abuse affects health care 
infrastructure; and       
		(2)  determine the impact of underage drinking along 
the Texas-Mexico border.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect, this Act takes effect September 1, 2005.
