A BILL TO BE ENTITLED

AN ACT

relating to Bexar Metropolitan Water District.                                
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Chapter 306, Acts of the 49th Legislature, 
Regular Session, 1945 (Article 8280-126, Vernon's Civil Statutes), 
is amended by adding Section 3A to read as follows:
	Sec. 3A.  (a)  Except for pending application to amend 
Certificate of Convenience and Necessity No. 10675, State Office of 
Administrative Hearing Docket No. 2003-0664-UCR, the District may 
not provide a service outside the boundaries of the District, other 
than a service provided by the District on the effective date of the 
Act creating this section, unless the governing body of each 
municipality or county in whose jurisdiction the District seeks to 
provide a service consents by ordinance or resolution.

(b)  The District may not add land to the District unless the 
governing body of each municipality or county in whose jurisdiction 
the land is located consents by ordinance or resolution.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2005.
