CONCURRENT RESOLUTION
	WHEREAS, J. Lindsey Bradley, Jr., the president and chief 
administrative officer of Trinity Mother Frances Health System in 
Tyler, garnered the highest honor bestowed by the Texas Hospital 
Association when he was named the 2004 recipient of the Earl M. 
Collier Award for Distinguished Health Care Administration; and
	WHEREAS, Founded in 1937, Mother Frances Hospital was facing 
difficult challenges when Lindsey Bradley joined the 
administration in 1981; making his initial priority the development 
of a strong cardiac program, Mr. Bradley led the way in establishing 
the first comprehensive cardiovascular and open heart surgery 
program in East Texas; in 1989, The Wall Street Journal recognized 
it as one of the 10 best cardiac programs in the United States; and
	WHEREAS, Mr. Bradley may also take pride in creating the 
health system's FamilyCARE Center, which provides community health 
access and services to underserved women and children for 
obstetrical, gynecological, newborn, and pediatric care; since Mr. 
Bradley's tenure began, Mother Frances has grown from a small 
community hospital to a 475-bed regional health system serving more 
than 30 counties in East Texas, and it has experienced dramatically 
improved patient satisfaction, health status, and quality ratings; 
and
	WHEREAS, Mr. Bradley was nationally recognized for his 
impressive accomplishments at Trinity Mother Frances when he was 
named by Health Week as one of the country's 25 "turnaround" CEOs, 
an award given to select chief executive officers whose innovative 
leadership turned struggling health care institutions into 
state-of-the-art industry leaders; and
	WHEREAS, In addition to the outstanding improvements he has 
made at his own institution, this esteemed professional uses his 
talents and resources to support other community hospitals; a 
member of the Governor's Task Force for Medicaid Reform, he is also 
involved in advocacy efforts for hospitals on the state and federal 
levels and serves on the boards of THA, VHA, Inc., VHA Southwest, 
Inc., the Texas Association of Voluntary Hospitals, and Community 
Health Corporation; and
	WHEREAS, For 24 years, Lindsey Bradley has ably served the 
Trinity Mother Frances Health System and the citizens of East Texas 
with vision and dedication, and it is indeed a pleasure to commend 
this nationally renowned leader in health care administration for 
this well-deserved honor; now, therefore, be it
	RESOLVED, That the 79th Legislature of the State of Texas 
hereby congratulate J. Lindsey Bradley, Jr., on his receipt of the 
2004 Earl M. Collier Award for Distinguished Health Care 
Administration from the Texas Hospital Association and extend to 
him sincere best wishes for continued success with his important 
work; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Mr. Bradley as an expression of high regard by the 
Texas House of Representatives and Senate.
