HOUSE CONCURRENT RESOLUTION
WHEREAS, Energy demands in Texas are expected to increase by more than 30 percent in the next 20 years, and liquefied natural gas (LNG) will be a key component in enabling the Texas energy industry to keep pace with those rising demands, provided the state develops LNG receiving terminals to enhance the delivery capacity in and outside the state; and WHEREAS, Texas is the leading producer and consumer of domestic natural gas, and developing LNG receiving terminals is essential for Texas to maintain leadership in the natural gas industry and thereby enhance the state's economic development opportunities; and WHEREAS, All power plants built in Texas during the past five years are fueled by natural gas and have created a surge in the demand for imported natural gas to supplement Texas' supply; and WHEREAS, Texas is favorably positioned to become a national hub in the LNG storage and delivery network; and WHEREAS, The development of LNG receiving terminals benefits the people of Texas by creating jobs, making natural gas more affordable for Texans, and increasing the amount of LNG that Texas can market to the rest of the country; now, therefore, be it RESOLVED, That the 79th Legislature of the State of Texas hereby declare its support for the development of liquefied natural gas receiving terminals and encourage the owners of these facilities to allow direct market access to throughput capacity to ensure that all Texas consumers benefit; and, be it further RESOLVED, That the legislature express its support of plans to augment domestic natural gas supply with competitively priced LNG-derived gas; and, be it further RESOLVED, That the legislature encourage public utility companies to include LNG-derived natural gas or electric power in their supply portfolio and discourage any new taxes or economic barriers on LNG facilities or supplies from 2005-2015 to stimulate the development of the industry segment.
