HOUSE CONCURRENT RESOLUTION
WHEREAS, The emergence of dairy-based food production
activities, such as cheese factories, can play an important role in
supporting local economic development efforts; and
WHEREAS, Factories producing such food items as cheese can be
instrumental in bringing new jobs to the state; and
WHEREAS, The Texas Commission on Environmental Quality
strives to protect our state's human and natural resources in a
manner consistent with sustainable economic development; and
WHEREAS, The agency's philosophy is to ensure that
regulations are necessary and effective; and
WHEREAS, It is the goal of the Texas Commission on
Environmental Quality to apply regulations clearly and
consistently to ensure that the functions are carried out in a
streamlined manner; now, therefore, be it
RESOLVED, That the 79th Legislature of the State of Texas
hereby require the Texas Commission on Environmental Quality to
develop rules to permit and manage dairy-based food production
activities in the state, and require that these rules take effect no
later than December 31, 2006; and, be it further
RESOLVED, That the secretary of state forward an official
copy of this resolution to the executive director of the Texas
Commission on Environmental Quality.
