H.C.R. No. 162


HOUSE CONCURRENT RESOLUTION
WHEREAS, Bill Foy, head basketball coach at Paris Junior College, has been named Junior College Coach of the Year by the National Association of Basketball Coaches, and his receipt of this honor on April 3, 2005, is a fitting tribute to his outstanding career as an educator and coach; and WHEREAS, A native of Fort Wayne, Indiana, Coach Foy earned his bachelor's degree from Indiana University and his master's degree in education from Prairie View A&M University; he began his coaching career in public schools and then spent several years at other colleges before coming to Paris 10 years ago; and WHEREAS, During his distinguished tenure at Paris Junior College, Coach Foy has compiled an outstanding 203-118 record, while guiding his team to the NJCAA Region XIV state tournament finals five times in the last seven years; in the 2004-2005 season, the Dragons captured the NJCAA Division I national championship title, becoming the first unranked team since 1996 to win the coveted crown; and WHEREAS, Coach Foy is a credit to his school and a source of inspiration for his players and staff, and his success is indeed well deserved; now, therefore, be it RESOLVED, That the 79th Legislature of the State of Texas hereby commend Coach Bill Foy on being named the Junior College Coach of the Year by the National Association of Basketball Coaches and extend to him best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Coach Foy as an expression of high regard by the Texas House of Representatives and Senate.
