H.C.R. No. 181
HOUSE CONCURRENT RESOLUTION
WHEREAS, The certain knowledge of a life well lived may
temper the profound sadness that the passing of Juanita Stamper of
Paris on March 6, 2004, at the age of 87, brought to all who knew and
loved her; and
WHEREAS, From 1967 until 1982, Mrs. Stamper served as
executive director of the Red River Valley Girl Scout Council, an
organization with which she first began working in 1947 as an
assistant troop leader; and
WHEREAS, One year later she was hired as an office assistant
in the headquarters of the Paris Girl Scouts, while continuing to
serve as a troop leader at J. G. Wooten School and as secretary of
the Leaders Club; she was appointed council assistant in 1962 and in
1967 was named executive director of the organization; and
WHEREAS, Mrs. Stamper gave much to the Girl Scouts during her
notable career, but two of her most significant contributions were
the establishment of Camp Gambill and the development on the
campgrounds of the Wildflower Preserve, which was designed to
stimulate a love of gardening and aid in the protection of native
birds and plants; and
WHEREAS, A respected and active resident in her community,
she lent her time and talents to RSVP, the Paris Kiwanianne Club,
Girl Scout Alumni, the Paris Business and Professional Women's
Club, and the Paris Council of Garden Clubs, to name but a few of the
organizations she benefited; in addition, she helped to lead a
successful campaign to have the monarch butterfly named as the
official state insect of Texas; and
WHEREAS, For her remarkable efforts, Mrs. Stamper received
many accolades, including the Thanks Badge, the highest honor in
scouting; she was also recognized by Keep Texas Beautiful as an
O. P. Schnabel Status Citizen and named Woman of the Year by the
Paris Business and Professional Women's Club; and
WHEREAS, Juanita Stamper made lasting contributions to her
community and this state; although she is deeply missed, her memory
lives on in the hearts of those whose lives she so richly blessed;
now, therefore, be it
RESOLVED, That the 79th Legislature of the State of Texas
hereby honor the life of Juanita Stamper and extend sincere
sympathy to the members of her family: to her daughter, Sandra L.
Stamper; to her son, Ron Stamper and his wife, Judy; to her two
step-grandchildren; to her four step-great-grandchildren; and to
her many other relatives and friends; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for her family and that when the Texas House of
Representatives and Senate adjourn this day, they do so in memory of
Juanita Stamper.
