CONCURRENT RESOLUTION
WHEREAS, The Honorable Joe E. Moreno was a dedicated civil servant with a passion for improving the quality of life for his constituency; and WHEREAS, Born in Houston, Representative Moreno graduated from St. Thomas High School and attended both the University of St. Thomas and Texas Southern University; he began his career of service to the State of Texas as a legislative aide to former State Representative Al Luna and continued as chief of staff to State Representative Jessica Farrar; and WHEREAS, First elected to the Texas House of Representatives in 1998, the Honorable Joe E. Moreno served the residents of House District 143 with devotion during five legislative sessions, most recently contributing his considerable ability and expertise to the House Committee on Border and International Affairs and the House Committee on Juvenile Justice and Family Issues; held in high esteem by his peers, Representative Moreno was a former chair of the Harris County Delegation and was often acknowledged for his contributions to the State of Texas, including earning recognition as the 2003 Legislator of the Year from the Justice of the Peace and Constables Association; and WHEREAS, A steadfast supporter of his hometown, Representative Moreno considered it an honor and a privilege to represent the residents of Southeast Harris County; he had a particular enthusiasm for issues relating to education, in keeping with his commitment to making his district the best possible place in which to live, work, and raise a family; and WHEREAS, In light of Representative Moreno's many contributions to the state and Southeast Harris County, it would be most fitting to memorialize this outstanding champion of the people of Houston on the campus of his alma mater; now, therefore, be it RESOLVED, That the 79th Legislature of the State of Texas hereby encourage the board of regents of Texas Southern University to name a building, an outdoor plaza, or an interior space of honor on the campus after the Honorable Joe E. Moreno; and, be it further RESOLVED, That the secretary of state forward an official copy of this resolution to the board of regents of Texas Southern University and to the Moreno family.
