H.C.R. No. 218


HOUSE CONCURRENT RESOLUTION
WHEREAS, The passing of Frank Gilbert Elder of San Antonio on May 13, 2005, has saddened all those who knew him, and we join them in mourning the loss of a dedicated public servant, a devoted husband and father, and a loyal friend; and WHEREAS, A native Texan, Mr. Elder was born in Laredo, where he attended J. W. Nixon High School and Texas A&I University in Laredo, earning a business degree; and WHEREAS, He joined the Department of Public Safety in 1974, and he served in El Paso, Abilene, San Antonio, Waco, and Austin; and WHEREAS, Mr. Elder's career with the DPS encompassed a wide range of experience, and over the years he moved in rank from trooper to assistant chief of the Driver License Division, in every instance bringing his characteristic integrity and friendliness to his work; and WHEREAS, It was in El Paso that he met and married his wife, Kathy, and their union continued to grow in mutual affection and respect through the years; and WHEREAS, This "gentle giant" was a loving and devoted father, an avid outdoorsman, and a mentor to many at DPS, and his memory will be forever cherished by those who were blessed to share in the warmth of his love and friendship; now, therefore, be it RESOLVED, That the 79th Legislature of the State of Texas hereby pay tribute to the life of Frank Gilbert Elder and extend sincere sympathy to the members of his family: to his wife, Kathleen Vought Elder; to his sons, Frank Gilbert Elder III and Robert William Elder and his wife, Edna Elizabeth; to his grandson, Austin William Elder; and to his other relatives and many devoted friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives and Senate adjourn this day, they do so in memory of Frank Elder.
