CONCURRENT RESOLUTION
WHEREAS, Memories of a life filled with many joyful times and
meaningful accomplishments may comfort the family and friends of
the Honorable Pat McKinney Baskin of Midland, who passed away on May
27, 2005, at the age of 78; and
WHEREAS, A longtime state district judge and community
leader, Pat Baskin was born on November 29, 1926, in Cameron, and
later moved with his family to Austin, where he attended junior high
and high school; he earned his bachelor's and master's degrees in
government and a law degree from The University of Texas at Austin,
to which he maintained a strong loyalty throughout his life,
volunteering as a Texas Exes district officer, leading scholarship
efforts, and serving on the statewide executive council; this
patriotic Texan also served his country as a member of both the U.S.
Army and Navy, and he subsequently settled in Midland with his new
bride, Joan, in 1953; and
WHEREAS, Judge Baskin was a practicing attorney for more than
25 years; he served as a municipal court judge for five years and,
in 1980, was elected judge of the 142nd State District Court, in
which capacity he ably served for 12 years; on his retirement, he
assumed the status of senior district judge and worked as a visiting
judge until early May 2005; and
WHEREAS, Judge Baskin was a much-respected resident of his
community, where he distinguished himself as a city councilman and
mayor pro tem; during his five decades in Midland, he served on
countless boards and commissions, including the American Heart
Association, the Jaycees, the Midland Symphony Orchestra,
Toastmasters, Leadership Midland, the United Way, and more; in
addition, he was well-known locally for his acting ability,
appearing as a cast member in more than 20 plays and musicals
produced by the Midland Community Theatre, which he also served as
board president; and
WHEREAS, Dedicated to bolstering educational opportunities
in public schools, Judge Baskin worked tirelessly in behalf of the
Midland Independent School District and was named a lifetime member
of the Parent Teacher Association for his efforts in behalf of Sam
Houston Elementary School, San Jacinto Junior High School, and
Midland High School; fittingly, his last official action as a judge
was the swearing-in ceremony for the trustees of the MISD school
board on May 11, 2005; and
WHEREAS, Judge Baskin was a man of deep faith and served as a
deacon, elder, and Sunday school teacher for the First Presbyterian
Church of Midland; a devoted family man as well, he imparted his
wisdom and love of service to his four children, who joined him in
receiving Midland's Family of the Year award in 1985; and
WHEREAS, Pat Baskin set an outstanding example of citizenship
and service to others throughout his time on this earth, and though
his leadership and generosity will be dearly missed, he will always
be remembered with great affection and admiration; now, therefore,
be it
RESOLVED, That the 79th Legislature of the State of Texas
hereby pay tribute to the life of the Honorable Pat McKinney Baskin
and extend deepest sympathy to the members of his family: to his
wife of 52 years, Joan; to his daughter, Becky Ferguson and her
husband, Doug; to his sons, Bo Baskin and his wife, Christine, Steve
Baskin and his wife, Susie, and JJ Baskin and his wife, Joy; to his
grandchildren, A. J., Joanie, Katie, Annabelle, Mac, Liam, Wiley,
Terrill, Virginia, and Ben; to his brother, Bill Baskin; and to his
other relatives and many friends across the state and nation; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives and Senate adjourn this day, they do so in memory of
Judge Pat McKinney Baskin.
