A JOINT RESOLUTION
proposing a constitutional amendment requiring the state to provide for equitable funding for each student under the public school system. BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Article VII, Texas Constitution, is amended by adding Section 1A to read as follows: Sec. 1A. In meeting its duty under Section 1 of this article to make suitable provision for the support and maintenance of an efficient system of public free schools, the Legislature shall provide for a system that results in the availability of an equitable amount of total state and local funding for maintenance, operations, and facilities costs to provide an equal educational opportunity for each student with comparable educational needs. SECTION 2. This proposed constitutional amendment shall be submitted to the voters at an election to be held November 8, 2005. The ballot shall be printed to permit voting for or against the proposition: "The constitutional amendment requiring the state to provide for a public school system that results in equal educational opportunity and equitable funding for each student with comparable educational needs."
