A JOINT RESOLUTION

proposing a constitutional amendment establishing the right to 
clean air and water and to enjoy reasonable access to certain 
natural resources.
	BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:                       
	SECTION 1.  Article I, Texas Constitution, is amended by 
adding Section 32 to read as follows:
	Sec. 32.  Each person has the right to clean air and water, 
and to hunt, fish, and otherwise enjoy reasonable access to fish, 
wildlife, and public lands and waters, and the Legislature shall 
pass such laws as may be necessary to protect those rights and to 
secure those resources for future generations.
	SECTION 2.  This proposed constitutional amendment shall be 
submitted to the voters at an election to be held November 8, 2005.  
The ballot shall be printed to permit voting for or against the 
proposition: "The constitutional amendment providing for the right 
to clean air and water, and to hunt, fish, and otherwise enjoy 
reasonable access to fish, wildlife, and public lands and waters."
