R E S O L U T I O N
WHEREAS, In honor of her sterling devotion to duty,
communications medic Jessica Barnett of Austin was named the 2004
Telecommunicator of the Year by the Texas Department of Health at
the annual Texas Emergency Medical Services Conference; and
WHEREAS, The Telecommunicator of the Year award honors an
individual or team who handles a call or system event with a
professionalism and efficiency that allows the first responders on
the scene to give the patient the best care possible; and
WHEREAS, While the award is a fitting testament to Ms.
Barnett's exemplary 2-1/2-year tenure with Austin Travis County
EMS, it particularly recognizes her outstanding performance during
a challenging emergency call; and
WHEREAS, On April 27, 2004, Ms. Barnett answered a 9-1-1 call
from the neighbor of a woman who had collapsed in the street and had
begun to exhibit symptoms of cardiac arrest; deftly managing this
traumatic situation, Ms. Barnett issued initial instructions to the
caller and monitored the administering of CPR, all the while
providing accurate and frequent updates to the medical teams en
route to the scene and assigning specific tasks to the growing
number of bystanders; and
WHEREAS, Ms. Barnett's heroism and exceptional poise under
pressure not only helped to save the life of another, but her quick
and sure response demonstrated a level of expertise and dedication
that has truly earned her the lasting respect and admiration of all
Texans; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby congratulate Jessica Barnett on her receipt of
the 2004 Telecommunicator of the Year award and extend to her
sincere best wishes for continued success with her important work;
and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Ms. Barnett as an expression of high regard by the
Texas House of Representatives.
