R E S O L U T I O N
WHEREAS, Curtistene S. McCowan of DeSoto retired from her position as the senior investigator for the Federal Trade Commission Southwest Region Office on December 31, 2004, bringing to a close an exceptional tenure with the agency that has spanned 32 years; and WHEREAS, An invaluable asset to the organization, Ms. McCowan was lauded as the regional office's resident expert on a host of FTC trade regulation rules and consumer credit laws; in addition to her important work with consumer protection and antitrust matters, she served as coordinator of the Funeral Rule Enforcement Program for the area and collected numerous awards and honors for her work over the years, including the FTC Award for Outstanding Voluntarism; and WHEREAS, Equally impressive are Ms. McCowan's contributions to her community, especially those made while officiating as president of the DeSoto ISD school board; in this pivotal role, she was highly instrumental in the implementation of a long-range strategic plan that included expanding the curriculum, renovating and constructing schools, and forming a group to promote racial harmony among students, parents, faculty, and staff; following her retirement from the board, she continued to work in behalf of the youth of the Lone Star State by volunteering with the PTA and was subsequently honored with a Texas PTA Life Member Award and a Heroes for Children Award; and WHEREAS, In addition, this alumna of Dallas Baptist University has given of her time and talents to the Kirkwood Temple Christian Methodist Episcopal Church, Concerned DeSoto Citizens, and the Dallas Alumnae Chapter of Delta Sigma Theta Sorority, Inc., a group that enjoyed its most profitable fundraiser under her leadership; she is married to Leon R. McCowan and they are the parents of two married sons and have three granddaughters; and WHEREAS, Throughout her career, Curtistene McCowan set a sterling example of professional excellence as well as civic involvement, and it is appropriate to take this opportunity to recognize her innumerable contributions both in her work and in her community; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby congratulate Curtistene McCowan on her retirement from the Federal Trade Commission Southwest Region Office and extend to her sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. McCowan as an expression of high regard by the Texas House of Representatives.
