R E S O L U T I O N
WHEREAS, Memories of a life filled with joyful times and meaningful accomplishments may console the family and friends of Brinkley Loy Oxford of McAllen, who died on July 26, 2004, at the age of 57; and WHEREAS, Born in Edinburg on August 15, 1946, Mr. Oxford graduated from Texas Tech University and served with the U.S. Army before earning a master's degree from Texas A&I University in 1971; and WHEREAS, This national debate champion began his career as an educator, teaching in Edinburg, Weslaco, and Lubbock public schools, and at Houston Community College; he returned to school to study law at Bates College of Law and the University of Houston and received his license to practice in 1975; and WHEREAS, That same year, Mr. Oxford re-established his father's law firm, Oxford & Oxford, in Edinburg and began a distinguished career that would earn him the lasting respect of his clients and colleagues; a champion of the disenfranchised, he became known throughout his community for his pro bono work and was recognized by his peers as a skilled communicator and formidable opponent in the courtroom; and WHEREAS, Admitted to practice law before the U.S. Supreme Court, the U.S. Court of Appeals, Fifth Circuit, and the U.S. District Court and Southern District of Texas, Mr. Oxford was a member of a host of organizations, including the American Bar Association, the National School Board Attorneys Association, and the Hidalgo County Appraisal District; he also served as the city and school attorney for many area communities and was instrumental in the incorporation of the city of Granjeno and his hometown, Alton; he was a history buff and political enthusiast and was active in the Democratic Party; a man of diverse interests, he also greatly enjoyed sports and gardening; and WHEREAS, Those fortunate enough to have known Brinkley Oxford will remember his love of family and community, his admiration for the law, and his delightful sense of humor; although he will be greatly missed, he leaves behind a legacy of good works that will continue to make a positive difference in the lives of innumerable Hidalgo County citizens for years to come; and WHEREAS, Representative Aaron Pena has justly honored Brinkley Loy Oxford by passing this resolution in his memory during the Regular Session of the 79th Texas Legislature; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby pay special tribute to the life of Brinkley Loy Oxford and extend deepest sympathy to the members of his family: to his wife, Sylvia Carolina Cerda Oxford; to his children, Ryder, Grayson, and Austin Oxford, and Anita, Richard, and America Flores; to his sister, Yolanda Oxford King and her husband, Ron; to his brother, P. D. Oxford; to his in-laws, Mr. and Mrs. Benigno Cerda, Jr.; to his former wife, Karen Dill Oxford; and to his other relatives and many friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for the members of his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Brinkley Loy Oxford.
