R E S O L U T I O N
WHEREAS, Parents as Teachers is an award-winning early childhood parent education program that was first brought to Texas in 1987 by the Mental Health Association in Texas; and WHEREAS, The Mental Health Association in Texas continues to provide training, certification, and technical assistance to all Texas Parents as Teachers programs; and WHEREAS, The program has grown to include more than 100 sites throughout the state, supporting approximately 10,000 Texas families in their roles as their child's first and most influential teachers; and WHEREAS, Research shows that children involved in the Parents as Teachers program are significantly advanced over their peers in language, problem solving, and social development, and that their scores on standardized measures of math and reading are significantly higher at the end of the first grade than the scores of comparison groups; and WHEREAS, This program uses the Born to Learn curriculum, developed by Parents as Teachers staff and a team of leading neurologists to integrate neuroscience and child development to help parents capture windows of opportunity in their child's early physical, social and emotional, cognitive, and language development; and WHEREAS, Educational success is a high priority in Texas, and the Parents as Teachers program lays the foundation for success in school and for reducing the chance of developmental delays that interfere with learning; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby welcome the parent educators who are visiting the State Capitol on March 1, 2005, and applaud all those associated with the Parents as Teachers program for their commitment and contributions to the education and well-being of their children; and, be it further RESOLVED, That an official copy of this resolution be prepared for the Parents as Teachers program as an expression of high regard by the Texas House of Representatives.
