R E S O L U T I O N
WHEREAS, Mayor Charles V. England of Grand Prairie has made an indelible mark on the city he is proud to call home through his outstanding record of civic service; and WHEREAS, A Grand Prairie resident since 1952, Charlie England graduated from Grand Prairie High School in 1957 and, in 1961, earned a bachelor's degree in business administration from the University of North Texas; and WHEREAS, Mayor England began his career as a State Farm Insurance agent in 1968 and made a successful foray into local politics five years later when he was elected to the Grand Prairie School Board, a group he served until 1976, retiring as president; and WHEREAS, It was following his support of the city's successful "Say Yes" campaign, which proposed a one-half cent sales tax that brought a Class I thoroughbred horse racetrack to the community, that he made a bid for the mayoral seat; first elected in 1992, he is currently serving his seventh term as mayor; throughout his exceptional tenure, Mayor England has been a tireless supporter of the fire and police departments, and he was also instrumental in securing Grand Prairie as the venue for the 2004 Breeders' Cup World Thoroughbred Championships; and WHEREAS, This 1993 Citizen of the Year has further benefitted the community through his involvement with numerous notable organizations; president of the Grand Prairie Sports Facilities Development Corporation since 1992, a charter board member of the Lone Star Park Charitable Foundation for Grand Prairie, and a former director of the YMCA board, he has also given of his time and talents as a volunteer firefighter and a member of the North Central Texas Council of Governments Regional Transportation Council, the Thomas B. Hunter Masonic Lodge, and First United Methodist Church; and WHEREAS, Supported in all his endeavors by his loving wife, Janice, three children, Rhonda, Kirk, and Lori, and six grandchildren, Charlie England has set a sterling example of leadership, and his dedication to Grand Prairie for 13 years as mayor and for 30 years as an involved citizen has contributed significantly to the quality of life for area residents; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby commend the Honorable Charles V. England for his contributions to the city of Grand Prairie and extend to him sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mayor England as an expression of high regard by the Texas House of Representatives.
