R E S O L U T I O N
	WHEREAS, The family and friends of Anthony Wayne Howard were 
deeply saddened by his untimely passing on February 17, 2005, at the 
age of 52; and
	WHEREAS, Born on December 22, 1952, in Chillicothe, Ohio, 
Tony Howard attended school in London, Ohio, and went on to study at 
Central Texas College in Killeen; and
	WHEREAS, Mr. Howard enjoyed an outstanding career in law 
enforcement and also served with distinction in the U.S. Army as a 
military police officer from 1980 to 1985; after concluding his 
military service, he was employed by the Copperas Cove Police 
Department until 1990, when he began two years of service with the 
Central Texas College Police Department; at the time of his 
passing, Mr. Howard was an investigator for the Texas Department of 
Criminal Justice, Office of the Inspector General; and
	WHEREAS, This esteemed public servant made many significant 
contributions to his professional peers through his involvement in 
the Texas Police Association and the Texas Police Association for 
College and University Police Officers; his sterling service earned 
him numerous accolades, including several military commendations 
and the Superintendent Award; in 1987, he was also recognized by the 
Copperas Cove Police Department for his abilities, was named 
Officer of the Year by Knights of Columbus Council No. 6658 in 1989, 
and was twice honored by the Copperas Cove Exchange Club; and
	WHEREAS, Tony Howard played a positive role in the lives of 
countless individuals during his years on this earth, and his 
memory will long endure in their hearts; now, therefore, be it
	RESOLVED, That the House of Representatives of the 79th Texas 
Legislature hereby pay tribute to the life of Anthony Wayne Howard 
and extend sincere sympathy to the members of his family:  to his 
beloved wife, Wilhelmenia; to his daughters, Toni Roberson and 
Nedra Howard; to his stepsons, Horatio and Kasey Young; to his three 
grandchildren; to his mother, Mary Howard; to his brothers, Perry 
Howard and his wife, Karen, Larry Howard and his wife, Robin, and 
Bryan Howard; to his sisters, Angela Russell, Nancy Jackson and her 
husband, Lloyd, Robyn Howard, and Andrea Howard; to his father- and 
mother-in-law, Samuel and Lois Adams; to his sister-in-law, Renate 
Adams; and to his brothers-in-law, Greg Adams and his wife, Tammy, 
Michael Adams, and Andre Adams and his wife, Linda; and to his other 
relatives and friends; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for his family and that when the Texas House of 
Representatives adjourns this day, it do so in memory of Anthony 
Wayne Howard.
