R E S O L U T I O N
WHEREAS, Betty Culbreath-Lister has earned the Weselene
Wiley Inspirational Award for Lifetime Achievement; and
WHEREAS, Presented by the Dallas Chapter of the National
Association of Black Social Workers, Inc., this prestigious honor
recognizes exceptional public service performed in behalf of
residents of Dallas County; and
WHEREAS, An active leader in her community, Ms.
Culbreath-Lister worked with Dallas County Public Health for 20
years before her retirement, and her resume includes leading the
Human Services Department, Health and Human Services after the
department's merger, and the U.S. Department of Housing and Urban
Development Section 8 Voucher Program; and
WHEREAS, Her commitment and expertise have also been of great
benefit to the Dallas-Fort Worth International Airport Board and
the City of Dallas Planning Commission, which she has served as both
member and chair, and the Dallas County Hospital Board of Managers;
and
WHEREAS, The outstanding efforts of Ms. Culbreath-Lister
have earned her a host of accolades, including the South Dallas
Business and Professional Women Trailblazer Award, the Linda
Keithley Award for Women in Public Management, the FAA Minority
Procurement Award, and the 2002 Texas Black Women in Health Matters
Award; and
WHEREAS, A native of Dallas County, she graduated from Booker
T. Washington High School and attended Huston-Tillotson College in
Austin; today, she heads Betty Culbreath and Associates and works
as volunteer executive director of the Ex-Con Foundation, a
noteworthy program that assists ex-convicts with reintegration
into society; and
WHEREAS, For decades, North Texas has reaped the benefits of
this esteemed woman's dedication, integrity, and leadership; her
hard work has made a positive difference in many lives, and her
efforts are all the more remarkable given that in May 2003, she
underwent a kidney transplant; today, her example gives hope to
those who face kidney disease themselves, inspires others to
consider organ donation, and shows what a powerful impact one
person can make on the world around her; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby congratulate Betty Culbreath-Lister on earning
the Weselene Wiley Inspirational Award for Lifetime Achievement and
commend her for her service in behalf of Dallas County; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Ms. Culbreath-Lister as an expression of high regard
by the Texas House of Representatives.
