R E S O L U T I O N
WHEREAS, December 14, 2003, was indeed a special day for Linda Victoria Watts and Joshua Elvin Watts, for it marked the occasion of the birth of their adorable baby girl, Donna Victoria Watts; and WHEREAS, Although she entered this world at the Naval Hospital in Lemoore, California, Donna Victoria was born over Texas soil, as earth from the heart of Texas was placed under the delivery room bed, and Mrs. Watts also had a Texas flag hung from above in the delivery room; and WHEREAS, If not for the fact that both of her parents are in the U.S. Navy, Donna Victoria would have been born in Texas, and despite the geographical circumstances of her birth, she will undoubtedly add to her family's beloved Texas traditions and proud Lone Star heritage; and WHEREAS, Donna Victoria's birth has brought great joy to her Texas-born parents and grandparents, as well as to her many other relatives, and it is indeed fitting that this beautiful new addition to the Watts family be accorded honorary Lone Star citizenship; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby congratulate Linda Victoria and Joshua Elvin Watts on the birth of their daughter and officially recognize Donna Victoria Watts as an honorary Texan, with all the rights and privileges accorded those individuals native to the Lone Star State; and, be it further RESOLVED, That an official copy of this resolution be prepared for Donna Victoria Watts and her parents as formal documentation of her newfound status and as an expression of high regard by the Texas House of Representatives.
